Marrottes are made of Papier Mache & hand painted, they were used in France, especially Paris to display hats in Milliners Windows.

Most are Victorian and always look for original paint (even if  there is damage which there usually is) ones that have been over painted or repainted have lost their value. These can make hundreds of pounds. Last one I bought as I collect them was £750 that was for a good condition Victorian one.

When I saw this one I was sure it was a Victorian with the beautiful original paint especially the floral decoration on her chest - but when I received it in the post I could see it was later (still c.1940) but it isnt a Victorian one. She is slightly smaller than the "normal" with no open area at the back, she is also lighter. BUT....it is 1940s..it is hand made papier mache and it is original paint. She is also a lovely style - unusual to have a scarf wrapped around the head. 

As this dates to 1940 it is priced accordingly and she is a highly decorative item.
