Such a rare item...and in mint condition. In the late 19th Century and early 20th Century you could buy penny or two penny licks (icecreams) from street vendors.
This is an advertising glass for a one penny lick - which would have been displayed to encourage customers to buy. Glass with plaster type substance as the ice cream.
The street vendors would serve these penny licks which were literally licked off the glass by the customer and given back to the vendor to re-use. Evenutally they were phased out for hygiene reasons, particularly the spread of tuberculosis.
